🏍️ ड्राइविंग लाइसेंस जैसी सुविधाओं के लिए नहीं लगाने होंगे चक्कर

नई दिल्ली: अब आपको ड्राइविंग लाइसेंस (DL) से जुड़े हर काम के लिए आरटीओ (RTO) के चक्कर लगाने की जरूरत नहीं है। सड़क परिवहन एवं राजमार्ग मंत्रालय (MoRTH) ने 58 सेवाओं को पूरी तरह ऑनलाइन कर दिया है। इनमें लाइसेंस से जुड़ी कई सेवाएं भी शामिल हैं। मंत्रालय ने इस बारे में एक नोटिफिकेशन जारी किया है। इनमें ड्राइविंग लाइसेंस, कंडक्टर लाइसेंस (Conductor License), वीकल रजिस्ट्रेशन (Vehicle Registration), परमिट (Permit) और ट्रांसफर ऑफ ऑनरशिप (Transfer of Ownership) जैसी सेवाएं शामिल हैं। वॉलंटरी बेसिस पर आधार सत्यापन (Aadhaar authentication) की मदद से घर बैठे इन सर्विसेज का फायदा उठाया जा सकता है।
मंत्रालय ने शनिवार को कहा कि इन सेवाओं को कॉन्टैक्टलेस और फेसलेस तरीके से मुहैया कराया जाएगा। इससे लोगों का समय बचेगा और उन पर अनुपालन का बोझ कम होगा। इससे आरटीओ ऑफिसेज में भीड़भाड़ कम होगी और उनके कामकाज में सुधार होगा। ऑनलाइन की गई सेवाओं में लर्नर लाइसेंस के लिए आवेदन, लर्नर लाइसेंस में पता, नाम, फोटो, तस्वीर बदलना, डुप्लीकेट लर्नर लाइसेंज जारी करना, लर्नर लाइसेंस निकलवाने के लिए प्रावधान करना आदि शामिल हैं।

ऑनलाइन मिलने वाली सेवाओं में प्रशिक्षु लाइसेंस के लिए आवेदन, प्रशिक्षु लाइसेंस में पता, नाम, फोटो, तस्वीर बदलना, डुप्लीकेट प्रशिक्षु लाइसेंस जारी करना, प्रशिक्षु लाइसेंस निकलवाने के लिए प्रावधान आदि शामिल हैं। इसके अलावा अंतरराष्ट्रीय ड्राइविंग परमिट जारी करने, कंडक्टर लाइसेंस में पता बदलवाने जैसे कामों के लिए भी आरटीओ कार्यालय जाने की जरूरत नहीं है।

साथ ही इंटरनेशनल ड्राइविंग परमिट जारी करने, कंडक्टर लाइसेंस में पता बदलवाने जैसे कामों के लिए भी अब आरटीओ ऑफिस के चक्कर लगाने की जरूरत नहीं है। घर बैठे आधार सत्यापन के जरिए यह काम किया जा सकता है। नोटिफिकेशन के मुताबिक अगर किसी व्यक्ति के पास आधार नहीं है तो वह फिजिकल फॉर्म में इन सेवाओं का फायदा उठा सकता है। इसके लिए उसे सीएमवीआर, 1989 के तहत वैकल्पिक दस्तावेज फिजिकली सबमिट करना होगा।
➡️ व्यापार प्रमाण पत्र की वैधता बढ़ाई
मंत्रालय ने केंद्रीय मोटर वाहन नियम 1989 के तहत व्यापार प्रमाण पत्र व्यवस्था को सरल बनाने और सुव्यवस्थित करने के लिए नए नियमों को अधिसूचित किया है। इसे कारोबारी सुगमता को बढ़ावा देने के लिए महत्वपूर्ण कदम माना जा रहा है। नए नियमों के तहत व्यापार प्रमाण पत्र की वैधता को एक साल से बढ़ाकर पांच साल कर दिया है।
मौजूदा नियमों में कुछ खामियों के चलते कई मामलों में व्यापार प्रमाण पत्र की प्रासंगिकता की भिन्न भिन्न व्याख्या होने से कई व्यावसायिक प्रतिष्ठानों को परेशानी का सामना करना पड़ रहा था।

New Delhi: Now you do not need to visit RTO for every work related to Driving License (DL). The Ministry of Road Transport and Highways (MoRTH) has made 58 services completely online. These also include a number of licensing-related services. The ministry has issued a notification in this regard. These include services like Driving License, Conductor License, Vehicle Registration, Permit and Transfer of Ownership. With the help of Aadhaar verification on a voluntary basis, these services can be availed sitting at home.
The ministry said on Saturday that these services would be provided in a contactless and faceless manner. This will save the time of the people and reduce the compliance burden on them. This will reduce the congestion in RTO offices and improve their functioning. The services made online include application for learner's license, change of address, name, photo, photograph in learner's license, issue of duplicate learner's license, making provision for obtaining learner's license, etc.
The services available online include application for apprentice license, change of address, name, photo, photograph in apprentice license, issue of duplicate apprentice license, provision for getting apprentice license etc. Apart from this, there is no need to go to the RTO office for work like issuance of International Driving Permit, change of address in conductor's license.

For this, he has to physically submit the optional document under CMVR, 1989.
