विभिन्न सरकारी विभागों में 71 हजार से अधिक पदों के लिए नियुक्ति पत्र बांटने का प्रधानमंत्री नरेंद्र मोदी का कदम स्वागत योग्य तो है ही, यह उन अनगिनत नौजवानों के बीच एक नई उम्मीद का संचार करने वाला भी है, जो रोजगार के मोर्चे पर लगातार मिलने वाली नकारात्मक खबरों से निराश हो चले थे। प्रधानमंत्री ने इससे पहले धनतेरस के दिन ‘रोजगार मेला’ का शुभारंभ करते हुए देश भर में 75 हजार नौजवानों को नियुक्ति पत्र सौंपे थे।
दरअसल, जून महीने में ही केंद्र सरकार ने एलान किया था कि अगले डेढ़ साल के भीतर वह 10 लाख लोगों को सरकारी नौकरी देने जा रही है। मंगलवार की कवायद उसी निर्णय की एक कड़ी है। इस फैसले के राजनीतिक निहितार्थ भी किसी से छिपे नहीं हैं।
2024 के पूर्वार्द्ध में देश में आम चुनाव होने वाले हैं। ऐसे में, लाजिमी तौर पर तमाम रुके हुए लोक-लुभावन फैसले केंद्र व राज्य सरकारों के पिटारे से अब निकलेंगे। बिहार सरकार द्वारा विभिन्न विभागों में बडे़ पैमाने पर नियुक्ति पत्रों का वितरण और राजस्थान, झारखंड व छत्तीसगढ़ सरकारों का पुरानी पेंशन योजना को लागू करने का फैसला ताजा नजीर हैं।
यह प्रवृत्ति हमारी राजनीतिक संस्कृति का अब एक अटूट हिस्सा बन चुकी है। रोजगार का मसला आगामी लोकसभा चुनाव में एक बड़ा मुद्दा होने वाला है और विपक्ष सत्तारूढ़ एनडीए को हर वर्ष दो करोड़ रोजगार देने के उसके पुराने वायदे के आधार पर जब घेरेगा, तब ये हालिया 10 लाख नौकरियां सत्ता पक्ष के बचाव को बड़ा संबल देंगी।
मगर राजनीति से परे यह एक गंभीर सामाजिक-आर्थिक मसला भी है और दुनिया भर की सरकारों से यही अपेक्षा की जाती है कि वे इस मामले में सामाजिक-आर्थिक पहलू के साये में ही अपने राजनीतिक हित साधेंगी। दुर्योग से, हमारे देश में राजनीतिक पहलू कहीं ज्यादा अहम कारक बनकर उभरा है, वरना क्या कारण है कि सामाजिक सुरक्षा के कमजोर उपायों की पुख्ता जानकारी और रोजगार विहीन विकास की निरंतर चेतावनियों के बावजूद सरकारें रोजगार सृजन को लेकर बहुत चिंतित नहीं दिखाई पड़तीं? जब-जब चुनाव करीब आता है, तभी वे सक्रिय होती हैं!
सीएमआईई के ताजा आंकडेे़ बताते हैं कि इस वक्त देश में बेरोजगारी दर 7.7 प्रतिशत है और यह यकीनन चिंता का विषय है। रोजगार के नए अवसरों का सृजन सरकारों के लिए बड़ी चुनौती बनकर उभरा है। यह बात तमाम राजनीतिक पार्टियां अच्छी तरह जानती हैं कि कोई भी सरकार सार्वजनिक क्षेत्र में इतनी नौकरियां नहीं गढ़ सकती, पर इसका कोई मान्य रास्ता तलाशने की जिम्मेदारी निभाने के बजाय वे प्राय: दोषारोपण में मुब्तला हो जाती हैं। गौर कीजिए, देश के राज्यों में सबसे अधिक बेरोजगारी हरियाणा, राजस्थान, जम्मू-कश्मीर, झारखंड, बिहार, त्रिपुरा, पंजाब और तेलंगाना में है, जहां एक-दूसरे की विरोधी पार्टियों की सरकार हैं।
इसलिए, बहुत जरूरी है कि इस मुद्दे पर गंभीर विमर्श हो और बेरोजगारों के हितों को ध्यान में रखकर नीतियां तैयार की जाएं। हम इस तथ्य को नजरंंदाज नहीं कर सकते कि चीन को पीछे छोड़ते हुए भारत अगले साल ही दुनिया की सबसे बड़ी आबादी वाला मुल्क बनने जा रहा है। अगले लोकसभा चुनाव में नौजवान वोटरों की संख्या करीब 25 करोड़ होगी, जिनमें से लगभग आधे पहली बार वोट करेंगे। अब कोई राजनीतिक दल इनकी अपेक्षाओं से गाफिल रहकर सत्ता की आकांक्षा नहीं पाल सकता।

The distribution of appointment letters on a large scale in various departments by the Bihar government and the decision of Rajasthan, Jharkhand and Chhattisgarh governments to implement the old pension scheme are recent examples.
This trend has now become an integral part of our political culture. The issue of employment is going to be a major issue in the upcoming Lok Sabha elections and when the opposition attacks the ruling NDA on the basis of its old promise of providing two crore jobs every year, then these latest 10 lakh jobs will give a big boost to the defense of the ruling party.
But beyond politics, it is also a serious socio-economic issue and governments all over the world are expected to pursue their political interests in this matter only under the shadow of the socio-economic aspect. Unfortunately, the political aspect has emerged as a far more important factor in our country, otherwise what is the reason that governments do not seem much concerned about job creation despite strong knowledge of weak social security measures and constant warnings of jobless growth? Whenever elections are near, then only they are active!
The latest CMIE figures show that at present the unemployment rate in the country is 7.7 percent and it is definitely a matter of concern. Creation of new employment opportunities has emerged as a big challenge for the governments. All political parties know this very well that no government can create so many jobs in the public sector, but instead of taking the responsibility of finding an acceptable way out, they often indulge in blame game. Consider, the highest unemployment among the states of the country is in Haryana, Rajasthan, Jammu-Kashmir, Jharkhand, Bihar, Tripura, Punjab and Telangana, where each other's opposition parties are in government.
Therefore, it is very important that there is a serious discussion on this issue and policies should be prepared keeping in mind the interests of the unemployed. We cannot ignore the fact that India is going to become the most populous country in the world next year leaving China behind. In the next Lok Sabha elections, the number of young voters will be about 25 crore, of whom almost half will vote for the first time. Now no political party can aspire for power by remaining oblivious to their expectations.
