सार्वजनिक बांधकाम विभागाने गुणवत्तापूर्वक आणि गतीने काम करावे
चंद्रपूर, दि. 28 : चंद्रपुर जिल्ह्याच्या प्रगतीसाठी रस्ते महत्वपूर्ण असून चंद्रपूर जिल्ह्यात प्रलंबित रस्त्याची कामे उच्च गुणवत्ता राखून करावी. यात कोणतीही तडजोड होता कामा नये. विशेष म्हणजे गुणवत्तेबाबत कोणाच्याही दबावाला बळी न पडता सदर कामे वेगाने पूर्ण करण्याचे निर्देश जिल्ह्याचे पालकमंत्री सुधीर मुनगंटीवार यांनी दिले.
नियोजन भवन येथे सार्वजनिक बांधकाम विभागाचा आढावा घेतांना ते बोलत होते. बैठकीला जिल्हाधिकारी विनय गौडा, सार्वजनिक बांधकाम विभागाचे अधिक्षक अभियंता अरुण गाडेगोणे, कार्यकारी अभियंता सुनील कुंभे, अनंत भास्करवार व पूनम वर्मा (विद्युत), तसेच जिल्हा परिषदेचे माजी अध्यक्ष देवराव भोंगळे व संध्या गुरनुले, चंदनसिंह चंदेल, रामपालसिंग प्रामुख्याने उपस्थित होते.
चंद्रपुर जिल्ह्यात कामे अर्धवट राहता कामा नये, असे सांगून पालकमंत्री श्री. मुनगंटीवार म्हणाले, रस्त्यांच्या अर्धवट कामामुळे मृत्युंचे प्रमाण वाढले आहे. त्यामुळे रस्त्यांची गुणवत्ता उच्च दर्जाची असावी. शिवाय सदर काम वेगाने पूर्ण झाले तर नागरिकांनासुध्दा दिलासा मिळतो. जिल्ह्यातील अनेक कामे अद्याप का पूर्ण झालेली नाही, यामागील कारणांची पालकमंत्री मुनगंटीवार यांनी विचारणा केली. सदर कामांचे वर्कऑडर कधी दिले, काम कधी संपायला पाहिजे होते व विलंबासाठी दंड किती आकारावा लागतो, याबाबत माहिती सादर करण्याचे निर्देश त्यांनी सार्वजनिक बांधकाम विभागाला दिले.
रस्ते व पुलांच्या एकूण 443 कोटींच्या 21 कामांपैकी 8 कामे पूर्ण असून 13 कामे प्रगतीपथावर आहेत. पुलाच्या ॲप्रोच रस्त्याची कामे पूर्ण करून घेण्यासाठी तसेच जिल्ह्यात मंजूर असलेल्या तत्वत: घोषित 115 किमीच्या राष्ट्रीय महामार्गाची प्रलंबित कामे लवकर पूर्ण करण्यात येणार आहे. याबाबत लवकरच केंद्रीय रस्ते वाहतूक मंत्री नितीन गडकरी यांच्यासोबत बैठक घेण्यात येईल. पोंभुर्णा येथे न्यायालय मंजूर झाले आहे, त्यासाठी इमारतीची जागा मंजूर करून घेण्यासाठी पाठपुरावा करावा.
मुल तालुक्यात विश्रामगृह, भाजी बाजार, आदिवासी वस्तीगृह, बायपास रोड, बस स्टँड, पोलीस उपविभागीय कार्यालयासाठी जागा, राजोली प्राथमिक आरोग्य केंद्र याबाबत त्यांनी आढावा घेवून कामे मार्गी लावण्यासाठी मुल उपविभागाची वेगळी आढावा बैठक घेण्याच्या सूचना त्यांनी जिल्हाधिका-यांना दिल्या. चंद्रपूर, मुल व बल्लारपुर व गोंडपिपरी शहरांसाठी बायपास रोड आवश्यक आहे. यासाठी आवश्यक जागानिश्चिती करावी. खाणक्षेत्रात जड वाहतुकीचे प्रमाण जास्त असलेल्या रस्त्यांची ओळख पटवून तेथे बायपास रस्ते प्रस्तावित करता येईल का याचा देखील अभ्यास करावा. तसेच घुग्गुस बायपास रस्त्याचा प्रलंबित प्रश्न देखील तातडीने निकाली काढण्याच्या सूचना त्यांनी दिल्या.
चंद्रपूर जिल्ह्यातील अपघात कमी व्हावे यासाठी आवश्यक व्यवस्था करण्यासाठी शासनाकडे प्रस्ताव पाठवावा. नुकतेच बल्लारपुर येथे रेल्वे पादचारी पुल कोसळून अपघात घडला आहे. या पार्श्वभूमीवर वर्धा नदीवरील पुलाची तसेच जुन्या पुलांची तपासणी करून घ्यावी. बिओटी तत्वावरील रस्त्यांच्या देखभाल दुरुस्तीची कामे विहित मापदंडानुसार होत आहेत का, कराराप्रमाणे रस्त्याच्या दुतर्फा झाडे लावली आहेत का, रफनेस इंडेक्स पडताळणी होते का, याबाबत देखील तपासणी करण्याचे निर्देश पालकमंत्र्यांनी दिले.
यावेळी त्यांनी सार्वजनिक बांधकाम विभागातील रिक्त पदे, जिल्हानिहाय रस्त्याचा दर्जा व लांबीचा तपशील, खड्डे भरणे कामे, भांडवली खर्चातील मार्ग व पूलाची कामे, अर्थसंकल्पीय रस्ते व पुलाचे कामे, हायब्रिड ॲन्युटी अंतर्गत कामे, नाबार्डची कामे, नक्षलग्रस्त भागातील अंतर्गत रस्त्यांची कामे, पुरवणी अर्थसंकल्पातील रस्ते परिरक्षण व दुरुस्तीची कामे, इमारतीची कामे, नाविण्यपूर्ण कामे, वन अकॅडमी, महाकाली मंदीर, परिसराचा विकास कामे, सैनिकी शाळा, बॉटनिकाल गार्डन विसापुर, बांबु प्रशिक्षण व संशोधन केंद्र, चिचपल्ली सिकलसेल इमारत, जिल्हाधिकारी कार्यालयाचे बांधकाम याबाबत बैठकीत आढावा घेतला.
चंद्रपूर जिल्ह्यात 127 कि.मी. प्रमुख राज्यमार्ग, 569 कि.मी. राज्यमार्गव 2420 कि.मी. प्रमुख जिल्हामार्ग आहेत. तसेच 473 कि.मी. राष्ट्रीय महामार्ग व 115 कि.मी. तत्वत: घोषित राष्ट्रीय महामार्ग आहेत. जिल्ह्यात रेल्वे सुरक्षा च्या सहा कामांपैकी चार कामे सुरू असून दोन कामे अद्याप सुरू झालेली नाही. तसेच राज्यमार्गाच्या 99 कामांपैकी 31 कामे पूर्ण झाली. तर 51 कामे प्रगतीपथावर आणि 17 कामे अद्याप सुरू झाली नाहीत. जिल्हा रस्त्याची 347 पैकी 115 कामे पूर्ण 139 प्रगतीपथावर तर 93 कामे अद्याप सुरू झालेली नाही. नाबार्डची 22 पैकी 8 पूर्ण व 14 प्रगतीपथावर तसेच हायब्रिड ॲन्यूईटीची 36 पैकी 29 कामे प्रगतीपथावर व 7 कामे अद्याप सुरू झालेली नाही. एकूण 8 हजार कोटींचे 510 कामांपैकी 154 कामे पूर्ण झाली आहेत तर 237 कामे प्रगतीपथावर असल्याची माहिती बैठकीत देण्यात आली.

Public Works Department should work with quality and speed
Chandrapur, Dt. 28: Roads are important for the progress of Chandrapur district and pending road works in Chandrapur district should be maintained in high quality. There should be no compromise. Notably, District Guardian Minister Sudhir Mungantiwar instructed to complete the said works quickly without succumbing to anyone's pressure regarding quality.
He was speaking while reviewing the Public Works Department at Nijjan Bhawan. District Collector Vinay Gowda, Superintending Engineer of Public Works Department Arun Gadegone, Executive Engineer Sunil Kumbhe, Anant Bhaskarwar and Poonam Verma (Electricity), as well as former presidents of Zilla Parishad Devrao Bhongle and Sandhya Gurnule, Chandansingh Chandel, Rampal Singh were mainly present in the meeting.
Guardian Minister Shri. Mungantiwar said, the number of deaths has increased due to the incomplete work of the roads. So the quality of roads should be of high standard. Moreover, if the said work is completed quickly, the citizens also get relief. Guardian Minister Mungantiwar asked the reasons why many works in the district have not been completed yet. He directed the Public Works Department to submit information about when the work order for the said works was given, when the work was supposed to be completed and how much penalty should be levied for delay.
Out of 21 works of roads and bridges worth 443 crores, 8 works have been completed and 13 works are in progress. To complete the works of the approach road to the bridge as well as the pending works of the 115 km national highway declared in principle approved in the district will be completed soon. A meeting will soon be held with Union Road Transport Minister Nitin Gadkari in this regard. The court has been approved at Pombhurna, for that the building site should be followed up.
He instructed the District Collector to conduct a separate review meeting of Mul sub-division to review the rest house, vegetable market, tribal hostel, bypass road, bus stand, space for police sub-divisional office, Rajoli primary health center in Mul taluka and arrange the works. Bypass road is required for Chandrapur, Mul and Ballarpur and Gondpipari towns. Necessary space should be arranged for this. A study should also be done to identify the roads with high volume of heavy traffic in mining areas and propose bypass roads there. He also gave instructions to resolve the pending issue of Ghuggus Bypass road immediately.
A proposal should be sent to the government to make necessary arrangements to reduce accidents in Chandrapur district. Recently, an accident has taken place in Ballarpur due to the collapse of the railway pedestrian bridge. In this background, the bridge on the Wardha River and the old bridges should be inspected. The Guardian Minister also directed to check whether the maintenance and repair works of the roads on the basis of BOT are being done according to the prescribed parameters, whether trees are planted on both sides of the road as per the agreement, whether the roughness index is verified.
On this occasion, he discussed vacancies in Public Works Department, details of road quality and length in district wise, pothole filling works, road and bridge works under capital expenditure, budgetary roads and bridge works, works under hybrid annuity, NABARD works, internal road works in Naxal affected areas, road maintenance under supplementary budget. And repair works, building works, innovative works, Forest Academy, Mahakali Mandir, area development works, Military School, Botanical Garden Visapur, Bamboo Training and Research Centre, Chichapally Sickle Cell Building, construction of Collector's Office were reviewed in the meeting.
127 km in Chandrapur district. Major National Highways, 569 km. State Highway 2420 km. There are major district roads. Also 473 km. National Highway and 115 km. In principle, there are declared national highways. Out of the six railway safety works in the district, four works are underway and two works are yet to be started. Also, out of 99 works of state highway, 31 works were completed. While 51 works are in progress and 17 works are yet to be started. Out of 347 district roads, 115 works are complete, 139 are in progress and 93 works have not yet started. NABARD has 8 out of 22 complete and 14 in progress and Hybrid Annuity has 29 out of 36 works in progress and 7 works yet to be started. It was informed in the meeting that out of 510 works worth 8 thousand crores, 154 works have been completed while 237 works are in progress.
