'लॉकडाउन में मीडिया ने लोगों को बाहरी दुनिया से जोड़ा'

नई दिल्ली: केंद्रीय सूचना और प्रसारण मंत्री अनुराग ठाकुर ने आज कहा कि प्रामाणिक जानकारी प्रस्तुत करना मीडिया की सबसे प्रमुख जिम्मेदारी है और उसे तथ्यों को सार्वजनिक क्षेत्र में डालने से पहले ठीक तरह से जांच कर लेनी चाहिए। एशिया-पैसिफिक ब्रॉडकास्टिंग यूनियन जनरल असेंबली 2022 के उद्घाटन समारोह में संबोधित करते हुए श्री अनुराग ठाकुर ने कहा कि जिस गति से सूचना को प्रसारित किया जाता है वह काफी महत्वपूर्ण है, लेकिन सटीकता इससे भी अधिक महत्वपूर्ण है और यह बात संचारकों के मस्तिष्‍क में मुख्‍य रूप से होनी चाहिए। उन्‍होंने कहा कि सोशल मीडिया के प्रसार के साथ-साथ ही फर्जी खबरों का भी प्रसार हुआ है। इसके लिए उन्होंने एशिया-प्रशांत क्षेत्र के प्रसारकों के दर्शकों को बताया कि गैर-सत्यापित दावों से निपटने और जनता के सामने सच्चाई प्रस्‍तुत करने के लिए भारत सरकार के पत्र सूचना कार्यालय में फेक्ट चैक यूनिट की स्थापना की है।
श्री ठाकुर ने इस बात पर जोर दिया कि जिम्मेदार मीडिया संगठनों के लिए जनता का विश्वास बनाए रखना भी सर्वोच्च मार्गदर्शक सिद्धांत होना चाहिए। उन्होंने सार्वजनिक प्रसारकों, दूरदर्शन और ऑल इंडिया रेडियो को हमेशा सच्चाई के साथ खड़े रहने और अपनी सत्‍य और सटीक रिपोर्टिंग के लिए जनता का विश्वास जीतने के लिए श्रेय दिया। उन्होंने स्‍पष्‍ट किया कि संकट के समय मीडिया की भूमिका महत्वपूर्ण हो जाती है क्योंकि त‍ब मीडिया की भूमिका सीधे तौर पर लोगों की जान बचाने से संबंधित हो जाती है और मीडिया राष्ट्रीय आपदा प्रबंधन योजनाओं के मूल में है।
श्री अनुराग ठाकुर ने कोविड-19 महामारी के दौरान घरों में फंसे लोगों की मदद करने के लिए आगे आने का श्रेय मीडिया को देते हुए कहा कि यह मीडिया ही था जिसने ऐसे लोगों को बाहरी दुनिया से जोड़े रखा। उन्होंने दूरदर्शन और ऑल इंडिया रेडियो द्वारा विशेष रूप से किए गए बेहतर और शानदार तथा भारतीय मीडिया द्वारा आमतौर पर किए गए महत्‍वपूर्ण कार्यों के बारे में दर्शकों को सूचित करते हुए कहा कि दूरदर्शन और ऑल इंडिया रेडियो ने सार्वजनिक सेवा जारी रखते हुए बहुत ही संतोषजनक ढंग से कार्य किया और ये महामारी के समय में लोगों के साथ मजबूती से खड़े रहे। उन्होंने कहा कि भारतीय मीडिया ने आम तौर पर यह सुनिश्चित किया कि कोविड-19 जागरूकता संदेश, महत्वपूर्ण सरकारी दिशानिर्देश और डॉक्टरों के साथ मुफ्त ऑनलाइन परामर्श के बारे में जानकारी देश के कोने-कोने तक पहुंच सके। उन्‍होंने कहा कि प्रसार भारती ने सौ से अधिक सदस्य कोविड-19 में खो दिए, लेकिन इसके बावजूद भी इस संगठन अपनी सार्वजनिक सेवा को आगे बढ़ाना जारी रखा।
श्री ठाकुर ने मीडिया को शासन में भागीदार बनने का निमंत्रण दिया और उन्‍होंने प्रधानमंत्री श्री नरेन्द्र मोदी के इन शब्दों को दोहराने के लिए इस मंच का उपयोग किया कि "मीडिया को सरकार और जनता के बीच एक कड़ी के रूप में कार्य करना चाहिए और उसे राष्ट्रीय एवं क्षेत्रीय दोनों स्तरों पर निरंतर फीडबैक देनी चाहिए"। उन्होंने यह भी आग्रह किया कि प्रसारण संगठनों के एक संघ के रूप में एबीयू को संकट के समय में मीडिया की भूमिका के बारे में सर्वश्रेष्ठ पेशेवर कौशल वाले मीडियाकर्मियों को प्रशिक्षित और समर्थ बनाना जारी रखना चाहिए और उन्‍होंने यह वादा भी किया कि भारत ऐसे सभी प्रयासों के लिए तैयार है।

एबीयू सदस्यों के साथ भारत के सहयोग और भागीदारी के बारे में चर्चा करते हुए उन्‍होंने कहा कि प्रसार भारती का शीर्ष प्रशिक्षण संस्थान एनएबीएम प्रसारण उद्योग के विभिन्न पहलुओं को शामिल करते हुए प्रशिक्षण कार्यक्रमों के आयोजन में एबीयू मीडिया अकादमी के साथ मिलकर काम कर रहे हैं। भारत ने लगभग 40 देशों के साथ सामग्री आदान-प्रदान, सह-उत्पादन, क्षमता निर्माण आदि के क्षेत्रों में द्विपक्षीय समझौते कर रखे हैं। इन देशों में कई सहयोगी एबीयू देश - ऑस्ट्रेलिया, बांग्लादेश, भूटान, फिजी, मालदीव, नेपाल, दक्षिण कोरिया, थाईलैंड और वियतनाम शामिल हैं। हमने कार्यक्रम साझा करने के लिए प्रसारण के क्षेत्र में ऑस्ट्रेलिया के साथ मार्च 2022 में भागीदारी की है। दोनों देशों के प्रसारक कई विधाओं में फैले कार्यक्रमों के सह-निर्माण और संयुक्त प्रसारण में मौजूद अवसरों का भी पता लगा रहे हैं।

इस अवसर पर बोलते हुए, श्री मसागाकी ने एशिया प्रशांत क्षेत्र में एबीयू द्वारा निभाई जा रही महत्वपूर्ण भूमिका के बारे में प्रकाश डालते हुए क्षेत्र के सभी सार्वजनिक सेवा प्रसारकों द्वारा आपस में सार्वजनिक महत्व के समाचारों को साझा करने के लिए किए जा रहे सहयोग पूर्ण प्रयासों की सराहना की।

श्री जावद मोट्टाघी ने इस अवसर पर कहा कि यह क्षेत्र विविधता से भरा है फिर भी हम सभी सदस्य देश समानता प्राप्‍त करते हुए इतनी व्यापक विविधता में सच्ची एकजुटता प्रदर्शित करते हैं। प्रसार भारती के सीईओ श्री गौरव द्विवेदी ने अपने स्वागत भाषण में टेलीविजन और रेडियो प्रसारकों के सामूहिक हितों को बढ़ावा देने और एशिया प्रशांत क्षेत्र में प्रसारकों के बीच क्षेत्रीय और अंतर्राष्ट्रीय सहयोग में एबीयू द्वारा निभाई गई भूमिका की सराहना की। उन्होंने यह भी कहा कि भारत वर्ष 2022 को विभिन्न क्षेत्रों में आजादी का अमृत महोत्सव पहल के माध्यम से औपनिवेशिक शासन से आजादी की 75वीं वर्षगांठ के रूप में बड़े गर्व से मना रहा है। यह सम्मेलन मीडिया और संचार के क्षेत्र में देश की उपलब्धियों को साझा करने और दुनिया के सामने भारत की समृद्ध विरासत, विशाल विविधता और प्रगतिशील भारत का प्रदर्शन करने का भी एक शानदार अवसर है।

प्रसार भारती, भारत का लोक सेवा प्रसारक है, जो  59वीं एबीयू महासभा 2022 की मेजबानी कर रहा है। इस वर्ष की महासभा का विषय है - "लोगों की सेवा : संकट के समय में मीडिया की भूमिका"। इस महासभा का उद्घाटन आज नई दिल्ली में सूचना और प्रसारण मंत्री श्री अनुराग सिंह ठाकुर ने किया। इस अवसर पर सूचना और प्रसारण राज्य मंत्री डॉ. एल मुरुगन, सूचना औार प्रसारण सचिव श्री अपूर्व चन्द्रा, एबीयू के अध्यक्ष श्री मसागाकी सटोरू और एबीयू के महासचिव श्री जावद मोट्टागी भी उपस्थित थे। एबीयू (एशिया पैसिफिक ब्रॉडकास्टिंग यूनियन) एशिया और प्रशांत क्षेत्र के प्रसारण संगठनों का एक गैर-लाभकारी, पेशेवर संघ है। चालीस देशों के 50 संगठनों का प्रतिनिधित्व करने वाले 300 से अधिक अंतरराष्ट्रीय प्रतिनिधि इस कार्यक्रम में भाग ले रहे हैं।

New Delhi: Union Information and Broadcasting Minister Anurag Thakur today said that presenting authentic information is the foremost responsibility of the media and it should properly verify facts before putting them in the public domain.  Addressing the opening ceremony of the Asia-Pacific Broadcasting Union General Assembly 2022, Shri Anurag Thakur said that the speed at which information is disseminated is very important, but accuracy is even more important and should be at the top of the mind of communicators.  Should be in form.  He said that with the spread of social media, fake news has also spread.  To this end, he told the audience of broadcasters in the Asia-Pacific region that a Fact Check Unit has been set up in the Press Information Bureau of the Government of India to deal with unverified claims and present the truth to the public.

Shri Thakur emphasized that maintaining public trust should also be the supreme guiding principle for responsible media organisations.  He credited the public broadcasters, Doordarshan and All India Radio, for always standing by the truth and winning the trust of the public for their truthful and accurate reporting.  He explained that the role of media becomes important in times of crisis as the role of media is directly related to saving lives and media is at the core of national disaster management plans.

Crediting the media for coming forward to help the people stuck at home during the COVID-19 pandemic, Shri Anurag Thakur said that it was the media which kept such people connected with the outside world.  He informed the audience about the great work done by Doordarshan and All India Radio in particular and the important work done by the Indian media in general and said that Doordarshan and All India Radio have continued to serve the public very satisfactorily.  Worked diligently and stood firmly with the people in times of pandemic.  He said that the Indian media generally ensured that information about COVID-19 awareness messages, important government guidelines and free online consultations with doctors reached every nook and corner of the country.  He said that Prasar Bharati lost more than a hundred members to COVID-19, but despite this the organization continued to pursue its public service.

Shri Thakur invited the media to be a partner in governance and used the platform to reiterate the words of the Prime Minister, Shri Narendra Modi, that "media should act as a link between the government and the people and should play a role in national  Continuous feedback should be given at both regional and regional levels.  He also urged that ABU as an association of broadcasting organizations should continue to train and enable media persons with the best professional skills regarding the role of media in times of crisis and promised that India will continue to support all such efforts.  ready for.

Discussing India's collaboration and partnership with ABU members, he said that Prasar Bharati's apex training institute NABM is working closely with ABU Media Academy in organizing training programs covering various aspects of the broadcasting industry.  India has bilateral agreements with about 40 countries in the areas of material exchange, co-production, capacity building etc.  These countries include several partner ABU countries - Australia, Bangladesh, Bhutan, Fiji, Maldives, Nepal, South Korea, Thailand and Vietnam.  We have partnered with Australia in March 2022 in the field of broadcasting for program sharing.  Broadcasters of both the countries are also exploring the opportunities that exist in co-production and joint telecast of programs spanning multiple genres.

Speaking on the occasion, Mr. Masagaki highlighted the important role played by ABU in the Asia Pacific region and the collaborative efforts being made by all public service broadcasters in the region to share news of public importance among themselves.  is appreciated.

 Shri Javad Mottaghi said on the occasion that this region is full of diversity yet we all the member countries show true solidarity in such a wide diversity while achieving equality.  Shri Gaurav Dwivedi, CEO, Prasar Bharati, in his welcome address appreciated the role played by ABU in promoting the collective interests of television and radio broadcasters and in regional and international cooperation among broadcasters in the Asia Pacific region.  He also said that India is proudly celebrating the year 2022 as the 75th anniversary of independence from the colonial rule through the Amrit Mahotsav initiative of Independence in various fields.  The conference is also a great opportunity to share the country's achievements in the field of media and communication and showcase India's rich heritage, vast diversity and progressive India to the world.

Prasar Bharati, the Public Service Broadcaster of India, is hosting the 59th ABU General Assembly 2022.  The theme of this year's General Assembly is "Service to the People: Role of the Media in Times of Crisis".  The Mahasabha was inaugurated by Information and Broadcasting Minister Shri Anurag Singh Thakur in New Delhi today.  Minister of State for Information and Broadcasting Dr. L. Murugan, Secretary Information and Broadcasting Shri Apoorva Chandra, President of ABU Shri Masagaki Satoru and General Secretary of ABU Shri Javad Mottagi were also present on the occasion.  The ABU (Asia Pacific Broadcasting Union) is a non-profit, professional association of broadcasting organizations from Asia and the Pacific.  More than 300 international delegates representing 50 organizations from forty countries are participating in the event.
